The 2025 IP Index from the U.S. Chamber of Commerce shows just how rapidly the global economy is becoming more IP-driven. 33 countries improved their IP scores this year, highlighting the growing recognition of intellectual property as a driver of innovation, trade, and economic development.
Knowledge-based sectors now account for the largest portion of global economic output. Trade in IP assets has increased more than 17 times since 1990. Patents, trademarks, copyrights, and trade secrets are no longer abstract legal tools. They are central to growth strategies across nearly every industry.
Growth Along With New Pressures in IP
IP filings continue to climb. In 2023 alone, the world saw 16.3 million IP applications, including 3.5 million patents and over 11 million trademarks. In the United States, IP-intensive industries account for 41 percent of GDP and support more than 63 million jobs.
Meanwhile, in the United States, legal uncertainty around patents is raising concerns for businesses in technology and life sciences. Ongoing debates over patentability and the potential expansion of march-in rights are adding complexity to an already challenging environment.
Globally, enforcement remains uneven. Fewer than half of the countries in the IP Index scored above 50 percent for enforcement. This makes it more difficult for businesses to count on consistent protection across borders and expose valuable assets to risk when expanding internationally.
The takeaway is clear. Intellectual property is more valuable than ever, but it is also more exposed.
